Transport chain is not lifting chain.
Grade 70 is the gold-coloured chain that ties a load to a trailer. It is not rated for overhead lifting, ever. Grade 80 and Grade 100 are the lifting grades. They hang on adjacent hooks in most shops and they are not interchangeable — so the tables below say which is which on every row.

How a tiedown attaches changes what it contributes under 393.108 — one anchored to the vehicle and attached to the cargo does not count the same as one passing over the load and anchored both sides. Loads that can roll, tip, or shift have their own commodity-specific rules. If you’re close to the minimum, add one.

Aggregate working load limit
The combined working load limit of all tiedowns must be at least half the weight of the article being secured. Half — not equal to it, and never based on break strength.

Minimum number of tiedowns
One tiedown for an article 5 ft or shorter weighing 1,100 lb or less. Two if it is 5 ft or shorter and over 1,100 lb, or longer than 5 ft up to 10 ft. Over 10 ft, two tiedowns plus one more for every additional 10 ft or part of it.

How attachment affects the count
A tiedown anchored to the vehicle and attached to the cargo counts differently from one that passes over the load and anchors on both sides. Get this wrong and the paper maths passes while the real securement doesn't.

Condition of the equipment
Tiedowns must not be knotted, and must not have damage or weakening such as cracks, cuts, burns, or worn or distorted hardware. A damaged strap is not a reduced-rating strap — it is out of service.

Performance criteria
Securement must withstand 0.8 g deceleration forward, 0.5 g rearward, and 0.5 g lateral. In practice: it has to survive a hard stop, not just a steady cruise.

Ratchet binders take up more chain with less effort and hold under vibration; lever binders are faster and cheaper but store energy in the handle — a cam-release lever binder lets that energy off under control. S-hooks and latched hooks for trailer safety chains. These are rated by trailer GVWR, not by working load limit — a different measure for a different job. They are not cargo tie-down hardware.
A ratchet on a fixed end, a hook on each end, and the working load limit of the assembly — which is the lowest of the webbing, the hooks and the ratchet, and is what the DOT counts. Two-inch straps are the general-purpose tie-down; three- and four-inch straps carry heavier loads with the same hook styles. The table lists the webbing, the hook and the ratchet on each part, because the same length and width come with several.

Working load limit is already a third of break strength
WSTDA and DOT set webbing WLL at one third of rated break strength. The safety factor is inside the number — you don't get to apply it again, and you never work from break strength.
Angle takes capacity away
Ratings assume a straight pull. Pulling at an angle reduces the working load limit, sometimes sharply.
It's rated as a system
Kinedyne rates its assemblies using their own track, webbing and hardware together. Mixing a strap from one maker with track from another means nobody has rated what you've built.
Edges cut webbing
A sharp corner will cut through a loaded strap faster than most people expect. Corner protectors are cheap; the load is not.
